Kristin Russell leaving post as Secretary of Technology and CIO
Kristin RussellKristin Russell is leaving her position as Colorado’s Secretary of Technology and Chief Information Officer effective May 9, 2014. Kristin has been a leader helping to bridge the public sector, the IT industry and the Colorado Technology Association. 

Kristin has been an active and passionate Executive Committee member of the CTA board of directors. Her efforts have helped our state focus on economic development and expansion of the IT industry. Kristin also has been a guiding light at our Women in Technology conferences. Her passion for women in tech fields throughout Colorado has been impactful and greatly appreciated.

During her tenure at OIT, Kristin led her teams to increase the efficiency, effectiveness and elegance of government through trusted partnerships and technology. Her teams transformed the Colorado Benefits Management System into a reliable and trustworthy system.  They consolidated 15 disparate email systems into a single cloud-based collaboration system for the entire Executive Branch. OIT continues to modernize the State’s 23-year-old financial and accounting system with the Colorado Operations Resource Engine. Through her leadership, Colorado is leading the nation’s first-ever, multi-state cloud based unemployment insurance solution with WyCAN. OIT also launched the Colorado Information Marketplace as a push to the promise of government data sharing and transparency.  

Kristin will be taking on a leadership role in a new government cloud computing practice of Deloitte Consulting LLP.  She says she is excited to continue work that will bring better technologies to the public sector and she remains passionately committed to the technology community in Colorado!

Industry Impact - Advocacy Efforts

With just a few days to go in the 2014 Colorado legislative session, we are paying close attention to a variety of bills related to our industry. We are actively influencing and weighing in on a number of bills that will have an impact on the tech industry. These bills include:
  • (Support) HB 14-1389, To create a sales and use tax exemption for IT equipment in Data Centers - The bill provides data center developers with additional incentive to invest in Colorado by allowing qualified new and refurbished data centers an exemption from the Colorado sales tax for information technology equipment purchased for the data center. The bill passed the House 48-17, and will head to the Senate.   • (Support) SB 14-205, To create a talent pipeline working group - The bill requires the state Workforce Development Council (state council), CDE, CDHE, CDLE, and OEDIT to work collaboratively to grow relevant talent pipelines, ensure robust talent pipeline development infrastructure, leverage sector partnerships to bring the right people to the table to build effective talent development program, and focus and align through Annual Talent Report production. The bill passed the Senate, and will be heard in the House Education Committee.
  • (Support) SB 14-125, Transportation Network Companies Regulation – Nissa Szabo testified in support of the bill. SB 125 passed the Senate Business, Labor and Technology Committee on a 5-2 non-partisan vote. Necessary amendments were added to the bill by the bill sponsors, and then referred. The bill passed through the Senate. The bill is waiting to be signed by the Governor. 
  • (Support) HB 1327132813291330 and 1331 Telecom Reform – CTA has been involved in the stakeholder meeting process. The Telecom Reform Package has successfully made its way through the legislature, and the bills will be signed into law on Friday, May 9th. This is a technology success for Colorado!

As we near the close of the 2014 legislative session, CTA recognizes the outstanding service of Bill Mueldener, Partner at 
Hein & Associates and long-standing CTA board member. Over the years Bill has co-chaired our executive committee's public policy efforts and has been instrumental in guiding our association's navigation of tax issues.

Over the 2014 Legislative session Bill has spent countless hours crafting and analyzing legislation to help grow the tech and business community in Colorado. Bill played an integral role in drafting  HB-1389 to keep Colorado in the tech game and incentivize new and refurbished data center investments in the state. We truly could not have done this without Bill and his expertise, and we are grateful for his dedication to CTA and the technology industry.

The Power of Collaboration

This Friday, the Governor is scheduled to sign into law five pieces of legislation that together, create the Telecom Reform Package for Colorado. Good news: Colorado did it!
After working on telecom reform for the greater part of the last four legislative sessions (four years), what made this year different? Collaboration. During this session all stakeholders came together before the session even started and committed to the process of passing what would become the Telecom Reform Package. Coming together was the key element. The 2014 legislative session, around this complex technology and telecom issue, was marked by collaboration.
