Bill to Repeal New Software Taxes from 2010 Introduced Today in Colorado
House Majority Leader Amy Stephens (R-Colorado Springs) and Representative Carole Murray (R-Castle Rock) introduced a bill today, HB11-1293, to repeal the additional software taxes passed during last year’s legislative session.
Joining Representatives Stephens and Murray were Senators Cheri Jahn (D-Golden) and Linda Newell (D-Littleton).
The bill would repeal the additional taxes on software use that were passed in the 2010 legislative session because businesses have found the legislation confusing and detrimental to business growth and economic success in Colorado. Passed as only an elimination of an exemption for downloaded software and a 3% tax, instead, last year’s new taxes added administrative costs and a nightmare for all employers across the state, resulted in taxes of more than 8%, and ultimately has assessed an extra cost for companies who employ people in Colorado – and a penalty for utilizing software programs.
Today’s bill is the next step after yesterday’s successful announcement by House Speaker Frank McNulty and Senate President Brandon Shaffer, who agreed to a bipartisan budget deal that included repealing the new taxes on software use that were passed in 2010.
HB11-1293 will now be heard first in the House, slated for its first committee hearing next week.
