While Colorado has become known nationally for its hot startup scene and its entrepreneurialism, funding for an early-stage company is still hard to find and largely dependent on out-of-state capital, said Steve Foster, head of the Colorado Technology Association. HB 1001 sends a loud message that the state is serious about attracting growing tech companies, which should help attract venture capital funds, banks and others, he said.
"We have not arrived yet,” Foster said. "Access to funding is getting better in Colorado, but it’s not there yet. We need to send the message to the capital community that Colorado is the place to invest your capital.”
